I AM A "C" CORP. I HAD NO INCOME OR LOSSES AND HAD ENTIRELY NO ACTIVITY. DO I NEED TO SUBMIT A FEDERAL INC TAX FORM?

Does my c Corp need to file with irs if I had no activity. No income , no expenses

Yes, the IRS requires that all corporations (C or S) file a return each year with the IRS until the business is not operational. It will be a zero return, but you do need to file it. https://turbotax.intuit.com/small-business-taxes/
