How is line 6 140 determined, is Schedule 1 double dipping with Schedule B? Thanks

No, it's not.

Schedule B (Interest and Dividends) is reported on line 2b and 3b, Form 1040.

Schedule 1 is reported on line 6, combined with lines 1 through 5b.
