In TurboTax Free Edition, please follow these steps:

Sign in to your account
To your left, select Federal
From the top, select Deductions and Credits
On-screen, Your Tax Breaks, scroll down to "Other Deductions and Credits"
Under "Elderly or Disabled Credit", select Start
