Does turbo tax incorrectly file schedule 5?

I received a letter from the IRS stating my W2's do not support an excess SS withholding.  I check schedule 5 and the total of the w2's and everything seems correct.  How does this happen?

Did you file a Joint return? If so, perhaps you assigned one or more W-2 forms to the wrong person.

If you had more than one employer and  the total of box 4 (only box 4 not box 6) on all your 2018 W2s  for Social Security is more than $7,960.80 you get the excess back on your tax return.  And it is for each spouse separately, not combined.  Check 1040 Schedule 5 line 72 for it.  Then Schedule 5 goes to 1040 line 17.

Send the IRS copies of your W2 supporting the excess SS in box 4.

if you any one employer overwithheld  social security -  more than 6.2% times on up to a maximum of $128,400 - then the refund can only come from your employer.
