Do I have to select Yes for any employees paid if they were only 1099s not W-2s?

There is more than one question about hired help.

1. Did [you] pay any employees in 2021? Select No if you did not pay any W-2 employees.
2. Did [you] make these payments for this self-employment work? Select Yes if you paid a contractor $600 or more to do work and made payments that require you to send a 1099 form.
