If you are referring to a W-2 and you have no reason to believe state wages differ from federal just enter in box 16 the same value as Box 1.
If you don't have any taxes withheld on your 1099-R form in box 14, leave boxes 14,15 and 16 empty. If Box 14 shows State Tax withheld, enter the amount from Box 1.
I have the same issue which is exactly what has been reported on our 1099R for years. Turbo Tax needs to remove the edit and let us file exactly what is on the 1099 R which is often reporting money in box 14 but a blank box 16.
Box 16 on the 1099-R is for state distributions. Many states require box 16 to be completed. If box 16 is blank you will enter the amount from box 2a. Box 2a is the taxable amount of the gross distribution. If box 2a is blank, and you haven't made after-tax contributions to the account, you can use the amount in box 1.
