2018 my 1040 form just got broken. It now stops at line 23
Until a recent update, the form 1040 was fine. Now it stops at line 23. If I print it out, it's in two pieces. The signature box is immediately after the dependents box. And, the second page has only lines 1 to 23.

The IRS has dramatically changed the 1040 for 2018. What you are seeing is just the new 1040. It is in multiple pieces and has a couple of "schedules." I think the new tax law tried to pretend that things were simpler then they actually are and this was a side-effect. This PDF draft on the IRS shows exactly what you are describing.
