Your refund has been applied to a past due IRS tax obligation.

How do I find out what tax obligation because the tax refund offset states I have not outstanding debt;. My ID.ME - IRS account also states I have no outstanding balance.

TurboTax never knows about offsets to your refund ---federal or state.   Only the IRS or state can tell you.   They mail you a letter a few weeks after they seize the refund to explain why.
