Y 2023 State of Alabama taxes filing. Mistake of marking line 23 as $96 and should have been left blank?

I looked up Alabama tax return line 23.  That is for an estimated payment or extension payment you made.   If you didn’t make the extra payment line 23 should be zero and the state was right to reduce your refund.   You can’t get credit for a payment you didn't make.  

On an Alabama 2023 state tax return, Line 23 is an estimated tax payment to Alabama that you entered.

The IRS does not know anything about a state tax return that was filed.

You need to explain exactly what occurred, who sent you a notice and the reason why the notice was sent.
