Wrong SS#, IRS reduced the refund and issued it, how can I refile and get the difference

I filed my 2019 return late so I had to mail a paper copy.  I filed jointly with the wife and had accidently entered one of the dependents ss#'s incorrectly.   I had a refund due to me and the IRS caught the error and adjusted my refund with one less dependent.  They mailed me the refund with the explanation.  I would like to amend my return with the correct ss# to get the difference.  I have attempted to contact the IRS for assistance but havent been able to speak with anyone.  Can I amend my return with Turbo Tax?  If so, can someone assist me with doing so?

How did you prepare your 2019 return?   Did you use TurboTax or prepare it using some other software?

I failed to mention that I have tried to amend the return via turbotax but the problem is that it only asked me if I had already filed the return.  There werent any other questions regarding the IRS giving me a partial refund so the return amount shows to be $0.  The other issue I am having is that I think the changes the IRS made changed my AGI for 2019 and since I dont know what it is, I am unable to file for 2020.
