Within the deduction section, under "other income taxes", I noticed the number used there appears to be incorrect. Specifically the 2021 State Tax Paid in 2022.

The number was pre-populated, so assume it is based on the imported value from 2021. But can't seem to understand where the number is coming from? It is close to the taxes paid, but not exact. Unclear how it could be wrong. I even opened up my previous turbotax file and the money "owed" noted is different than this number it notes as taxes paid.

Unless that figure included a state estimated tax paid for 2021 in 2022, it should represent the balance due on your 2021 tax return, as you mention. If it is wrong, you can enter the correct value based on what you actually paid.
