Wisconsin drivers license - says that the EXP and the ISS are reversed .. but they are not. The month = 08 and the day =12.

I believe EXP is short for Expiration Date and ISS is short for the Date Issued.  Some licenses don't match up with the data entry screens, as states vary in how the license is designed.  Try reversing these.
