No.   You cannot pay TurboTax fees from a state refund.   You can choose to pay from the federal refund if your federal refund is enough to cover the fees and the EXTRA refund processing fee for having the third party bank handle the processing.

What is "it" that says you received your state refund?  Where are you seeing that?

Yes I chose to pay it with my federal refund that’s why I was asking. I went on the state tax website and it said I was issued my state refund on the 24th. Haven’t gotten anything in my turbo card or bank yet though
