My tax preparer didn’t change my direct deposit number and used my old one that was overdrawn and I believe closed, I know that the process is them rejecting and sending it back to the irs before they send me a paper check. But is Wells Fargo allowed to take what I owe them for an old account?
I don't believe anyone is allowed to withhold money from your federal tax refund once it's deposited, but you do need to check with the bank about it. If there's any possibility they can do that, there may be significant interest charges involved that you need to know about. If so, you might be able to get them to remove the interest charges in exchange for you paying the overdrawn amount before your deposit come sin.

Sounds like your issue is more of a banking issue than a tax question. You want to know if the bank where you were overdrawn can extract money from a deposit that was made in your name. Guess you should ask Wells Fargo what they did.
