Will we receive a unemployment refund?

My wife and I filed married jointly. Made less that $150,000 jointly. She made $12,940 in unemployment. We filed in Feb.2021 befor Biden's March plan.  Will we receive an additional refund?

The IRS is calculating tax refunds for those that are eligible for the unemployment compensation exclusion.  The IRS has started issuing those refunds starting in May and will continue throughout the summer months.

Yes, based on the information you provided, you will receive an additional refund for the tax on part of your wife's unemployment. It might take several months to get the refund. For more details see the links that DoninGA posted above.
