Why would the Illinois Department of Revenue debit my bank account for the same amount as my Illinois state tax refund check? I haven’t gotten either my federal or state refund checks.

Perhaps you were mistaken about getting an IL refund. Print out your tax file, and look at the main IL tax form to see whether it really is a "refund" or balance due.
