Why would the 'Correct Information' column on a w-2c form show all $0 amounts?

Generally, the corrected W-2 (W-2C) only shows the information that was changed.  If this was your name or Social Security Number, then that will be the only item changed and everything else will be zeroes.

You will use the combined correct information and report it together with the information on your original W-2, as if it was just one W-2, not two.
