Why would I receive a check for less than what my tax return is.

I had an incomplete account number for my direct deposit it was the same as last year however, I called my bank and they denied the deposit so i received a paper check for about a third of what im supposed to be getting back

Yes, it is. You "should" receive a letter of explanation within a couple of weeks.
