Why was my state refund already deposited and 3 weeks later still no federal...and IRS says they are holding it to make sure I'm me...I was approved by state I'm me ...

IRS runs its own identity confirmation --- did  IRS ask you to send some proof of identity ?  If yes , just comply ---- arguing with city hall.......
