Why was my refund cut short it was supposed to be 1141 but its only 1020? why is that?

$1141-1020 = $121

TT fees were deducted: Federal $39.99 plus State $39.99 plus $39.99 charge to have fees deducted from Federal refund equals $119.97.  Add state sales tax..
