Why was I billed twice when filing it was taken out of my refund and my Visa Card?

I didn't elect to pay through my Tax refund I elected to use my Visa Card and it took it from both! How do I get this glitch corrected?

NOTE:  When entering your subject matter, don't use the word "refund".  Instead, enter the words "billing issue".
