Why is Turbotax is ignoring the Texas Freeze when calculating penalties? https://www.irs.gov/newsroom/irs-announces-tax-relief-for-texas-severe-winter-storm-victims

Turbotax is showing a penalty despite my tax (over) prepayment made in May 2021.  Anyone else seeing this?

The link you provided indicates that the IRS will apply this automatically after you file, if it detects your address is in the area covered. It also indicates if you receive a penalty notice that you have to call the IRS to have the penalties removed.    I am not an expert on the topic, but that's what it states in the link you give here. I don't think Turbotax is supposed to do anything differently - the IRS will do it.
