The 1040-V is a form provided to pay tax due on the Federal Return. For more information, visit: How do I get Form 1040-V?

Did they send you a blank one?  And was there 4 other 1040ES slips?  If you owed last year they are being helpful and providing them for you to use if you want to.

I just got my mail and there was a big envelope from the IRS with a 2019 1040V voucher if I need to send in a tax due payment.  And the four 1040ES slips for 2020 to send in quarterly estimated payments, which I do use.  Because I send in extra estimated payments every year.

Yes, that's basically my dilemma. Filed 2019 taxes with Turbo Tax, owed less than $1000, approved withdrawal of tax due from bank account. Today received envelope with Form 1040-V (to pay tax owed) and estimated tax vouchers. Anyone know why?

Yes I explained that.  You can ignore them.  They are based on your 2018 tax return.  The IRS is trying to be helpful by providing you estimates in case you want to use them for next year. I got a refund on my 2018 and 2019 returns but still got the forms.  Because I do pay estimates each year.
