Why did I not receive amended return refund?

Return was amended twice. The first resulted in a small refund which was not received. The second was done a few weeks later and resulted in no change to the refund.

Did you amend by preparing a Form 1040X after the original return had been fully processed?  How long ago did you file the amended return?  It takes the IRS at least 20 weeks---and often longer-- to process an amended return.
