Message states "return is currently unavailable to view, print, or download because forms have not been finalized yet". However, the forms are available on the State website for printing.
There are different forms on each state return. If the Federal forms are not available for print yet, it means that they have not been finalized to be released and are subject to change.
Hundreds of SC filers are having the same issue.
It has apparently been tracked to the SC1040ES forms in the SC section.
Here's how one user by-passed all that, and was able to print:

I ran into this problem last week and saw somewhere to clear the cache. I did that and was able to print and efile my 2024 state return. HOWEVER, I am having the same problem with my son's tax return and NOTHING is working.
Wait until Friday, this week (Feb 25-28)...The SC tax forms are supposed to be updated and that may clear the problem with a couple forms. I say Friday because the software updates usually come out on Wed or Thurs night.....and State updates are sometimes a day later than the Fed updates.

If using the Desktop software, run your update Friday morning...the open his file and run thru both the Federal and State error checks again

IF using the "Online" browser-based software....the update occurs automatically
BUT....If you are using the "Online" software, I certain hope and pray you are using a separate account for him, and not overwriting your own taxes. People using the Online software, have to use entirely new accounts to prepare each person's (or couple's) tax return.
