If you had a total of $1901 withheld from your 2 W-2s, and your federal refund is $886, that means that you owed $1015 in federal taxes based on all of the information you entered in your tax return.  Your employer withholds federal taxes based on several factors.  When you file your federal tax return for that year, the final determination is made as to what you actually OWE in federal income taxes.  The difference of what was withheld for the year and what you actually OWE is refunded to you.

If the entire amount of what was withheld from your checks was returned to you, that would mean that you owed absolutely nothing in federal income tax for the year.
