If it doesn't show you that "pay out of Federal refund" option yet to pay any TurboTax fees, then likely you have forms in your return that are not yet finalized and ready for efiling. Once all of your forms are available for efiling, then that option should appear. Do you have a Form 1040 or 1040A return? If so, it is not yet ready.
You don't have to pay now. You can skip that area for now and come back in a few days to choose it.
