When I go to download and print my NH return it says I don't need to file a NH BT-Summary return because the data results in no refund or tax due. What does that mean?

I don't believe NH requires that you file a state tax return.  Turbo Tax has a list when you get to that part of your return.

I know that but Turbo tax will not let me file until I file with NH

Have you tried deleting the state return?

New Hampshire doesn't have an income tax except for dividends & interest. For some reason TurboTax is trying to produce a Form BT-Summary (business tax form), but since you don't owe business tax you don't need to file that form.
