When I filled my taxes with Turbotax; I was told by a live assitant that being in "uncollectable status"; the IRS would NOT recoupe my refund. That was not true. Why?

On the IRS, track my refund site, it say's "My refund was applied to a latter payment. Whats the point of being in "Uncollectable Status?'

@Lawharris7   Your tax return may show you're due a refund from the IRS. However, if you owe a federal tax debt from a prior tax year, or a debt to another federal agency, or certain debts under state law, the IRS may keep (offset) some or all your tax refund to pay your debt.
