When filing an amendment, the refund amount drops to zero. Will that amount change if we qualify for a refund based on the amendment?

We received an email that we might qualify for additional money because the Taxpayer Certainty and Disaster Relief Act of 2019 extended the Tuition

Yes, since the amended return is completely separate from the return you have already filed, the refund starts at zero.  Then, as you make the changes any refund amount shown will be in addition to the refund shown on your original return.

It is also possible that an amended return can cause a balance due for the amended return, depending on what is being changed.
