What is item B on state tax refund worksheet?

It's the amount of your 2017 state tax refund.  If zero, enter 0

OK,  That number is one thing in Intuit but then there was an issue and the amount was reduced.  Which amount do I use?

If the refund was changed for a tax issue you would use the amount you received. If the amount was changed due to a state offset such as State Agency, Child Support or back taxes you would use the amount you were supposed to get. They took your refund to pay your debt.

Are they looking for 2017 on the 2019 taxes or is that a typo?

@Westbrook1 The original post is from last tax year, so they were looking for 2017 to put on 2018 tax return.
