What if I never received a recovery rebate credit but the IRS sent me a letter stating they sent me $1400? Where is this money?

During COVID I never received any of the relief funds, I was in college living at home at the start of COVID so I assumed that's why I wasn't getting anything. Today I received a letter from the IRS stating they sent me $1400 of "Economic Impact Payments" but I never received this money. Where is this money?
