What does it mean when the blue bar at the bottom of the home screen is fully loaded ?

When the blue line is complete, it means that the IRS has accepted your return and that you have an estimated refund date (if you are expecting a tax refund). Please note that the IRS issues most refunds within 21 days of your return being accepted.

TurboTax tracks whether your federal tax return as been accepted or rejected, and gives an estimate on when you can expect to receive your tax refund.  Please see the following TurboTax FAQ for information on tracking your federal refund:

You can follow these steps to contact the IRS about your return:  Call the IRS at this number: 800-829-0582 (IRS phone support) Press 1 for English, then enter extension 652.

So does it mean that my refund has been approved when the bar is loaded

Once your return has been accepted (received) by the government, they take over the refund status update duties, since they hold the purse strings. The status in TurboTax will remain as accepted. Use the IRS Where's My Refund site for the latest word on your federal tax refund.
