What do you do if you received a letter saying the IRS needs to verify identity but keeps kicking u out before finish

Please verify the source of the letter, because you have not stated to whom the letter is from. 

It's....internal revenue service......an I'm paying turbo tax like 300 bucks to protect all that.   I still havent resolved or been able to verify my identity.  No idea why
