What do i do if my taxes say im due a federal refund for 2016 but i am still paying back taxes from 2014/ can i deduct the amount to be refunded

If you owe back taxes, IRS will take your refund automatically (up to the amount of the debt).  You don't need to make any elections or arrangements.
