What can I do if i've received my check two days ago but I was waiting for it from 2 years ago (it's for my 2016 refund). Check is expired.

Ahh every time I call to Irs.gov answers the answering machine with no option to talk with any respresentative.
Ps. I don't live in USA, I live in Peru.
