Website told me to verify identity I did now it wants a 14 digit code but I never received a letter what do I do?

And I can't get a hold of an actual person on the phone at all

If you are referring to an IP PIN (Identity Protection PIN) which is a 6-digit number that the IRS provides to taxpayers to validate their identity, you will need to contact the IRS.
