If you've already filed your 2017 return. It will probably be processed, however if the bill is outstanding from 2016, your refund may be reduced.
If "the proposed bill" is requesting additional information from you or you need to make changes that affect income or taxes, then the differences may cause you to adjust your 2017 return for these changes.
