So by "in progress" I assume you mean you have not yet finished and filed the return.
What does "can't get back into" mean? What/where is the roadblock? Does it mean you can't log into your Online Account with your User ID and password?
Or are you able to log in OK, but TurboTax thinks you were finished so there's no longer a "Take me to my return" button? If you haven't actually filed (haven't efiled and haven't filed by mail), but TurboTax thinks you were finished, here's how to open the return back up:
At the Tax Home, look for a small box with a link "Add a State." That doesn't really add one, but will open the return.
If it's not on the Tax Home page, you may have to go to "Your Tax Returns & Documents" to find the "Add a State" link.
I cannot get back into my return. I finished federal and was about to start Connecticut state return, but it kicked me out. CAnnot sign back in. Nothing has been filed.

"Cannot sign back in"
What and where is the roadblock? Please describe exactly what you are experiencing. If you can't even log into TurboTax because it's not taking your User ID/password, we can tell you how to recover account access with an Account Recovery tool.
Or can you log in to TurboTax Online OK, but when you get to the Tax Home, does TurboTax think you were finished, and you need to know how to get back into the return interview? If that's the case, click on "Add a State". That won't really add one, but will open the return interview back up.
