The IRS is responsible for the distribution of those payments and they will issue to the bank they have on record for you, they have stated there is no way to update that information. If the IRS can't deliver your payment, you'll need to claim it on your taxes. So if you have not received a payment and you are certain you are eligible for one, check the Get My Payment tool and if there is no information you will have to claim it on your taxes when you file.
