Unpaid Debt deducted twice from refunds

For 2019, I filed my taxes for Federal, NJ (where I live) and NY (where I work)  I got notices of my Federal and NY's tax returns, both being reduced by the same amount for an unpaid debt to NJ. The agency was listed as NJ's Department of Taxation. As the amount was exactly the same on both, I am inclined to believe that the same unpaid debt was deducted by Federal as well as NY which I think is incorrect. Is this expected or something that happens often? I was under assumption that once NJ processes double payment of the same debt, it would issue a refund. But it has been months since the notices were received and I see no refund issued for the double payment.

They should release the duplicated payment in time ... you will need to ask them how long it will take.
