UIA says I have to repay $6000 that I received in 2021 but I haven't paid it yet. Do I pay taxes on this now and get a refund next year?

Is UIA the Unemployment Insurance Agency? You are correct. On your 2021 tax return you have to report the full amount of unemployment that you received in 2021, as shown on your 2021 Form 1099-G. If you pay back more than $3,000 in 2022 you will report the repayment on your 2022 tax return and get a deduction or credit for it.

If you have a form 1099-G for 2021, you have to report it as income on your 2021 tax return and pay taxes on it.

 

The repayment is a claim of right repayment and you can only claim in in the year you actually repay your unemployment benefits.

 

If the repayment is more than $3,000, please read this TurboTax Help topic on how to make the claim on the tax return of the year you repaid the amount.
