After the tax return has been Accepted by the IRS (meaning only that they received the return) it will be in the Processing mode until the tax refund has been Approved and then an Issue Date will be available on the IRS website.

Once the tax return has been accepted by the IRS, TurboTax receives no further information concerning the tax return or any tax refund.

The IRS can seize your refund for multiple reasons.  See this IRS website - <a rel="nofollow" target="_blank" href="https://www.irs.gov/newsroom/tax-refund-offsets-pay-unpaid-debts">https://www.irs.gov/newsroom/tax-refund-offsets-pay-unpaid-debts</a>

IRS reference code 1091 signifies a full or partial "offset" of your refund.  An offset means IRS is taking some/all of your refund due to certain debts you may have (student loans, child support, certain federal and state debts, etc.).

Here is a link to the IRS page discussing the various aspects of offsets:  https://www.irs.gov/taxtopics/tc203.html.  Note the telephone contact number which you can call for information.  If you are subject to an offset, you should expect to receive a notification letter from IRS shortly.  As indicated above, TT is not notified of this.
