After the tax return has been Accepted by the IRS (meaning only that they received the return) it will be in the Processing mode until the tax refund has been Approved and then an Issue Date will be available on the IRS website.
Once the tax return has been accepted by the IRS, TurboTax receives no further information concerning the tax return or any tax refund.

IRS reference code 1091 signifies a full or partial "offset" of your refund. An offset means IRS is taking some/all of your refund due to certain debts you may have (student loans, child support, certain federal and state debts, etc.).
