Turbo tax sent me an email regarding the balance due for filing with turbo tax. I have not received my refund yet. I would like to know can that payment be postponed?

You can request a deferment if you have not already requested one. Please see this TurboTax FAQ for more information regarding your TurboTax fee that may be due before you receive your refund which also includes information about an email you will receive that will allow you to request a deferment:
