A new Fix file was created to download and install yesterday...it is actually now posted with my answer below (even though that was from 17 days ago)...they put in a new downloadable correction file. So download that again and run it...following the directions closely.
No, I cannot guarantee it will work, because I don't have a broken system to try it on.

AND, I an another user, not actual TTX support...SU's are experienced users who are able to pay attention to developing problems, but are not official TTX customer support people. Sometimes we catch things long before official Customer Support does.

Applied the fix which worked, but my desktop CD version I bought from Amazon allowed 1 free state, and after the fix was applied, it tried to charge me $44.99 for my 1 state (Illinois). Why is this and how to I get around the problem? tia

If you are comfortable with deleting files, you can try this:
Delete the three files ilif01.1pe, ilif02.1pe and il_ind_schsa.pdf all dated 12/10/18.
location was C:\Program Files (x86)\TurboTax\Premier 2018\Forms\ili_18 for the first two files,
….and C:\Program Files (x86)\TurboTax\Premier 2018\Forms\ili_18\fpspdfs for the pdf.
This worked for several other users.
(the "Premier 2018" subdirectory will be Deluxe or Home & Business if your version is one of the other ones)
None of the above fixes worked for me on the desktop version of premiere. Also when prompted to make the purchase again, it never gave a re-install option. It wanted credit card info to complete the process.
There is no "purchase" involved......unless you bought a version without the free state.
Talk to Customer Support...let them work on it...

I also tried all of the suggestions and ended up with purchase problem every time.
Also I opened a case and it was closed without fixing the problem.
Nothing we users can do about it......call Customer Support again is all you can do.
I cut and moved the three files ilif01.1pe, ilif02.1pe and il_ind_schsa.pdf all dated 12/10/18 over to my desktop just in case I needed to restore them. When I restarted TurboTax with the files removed from their original locations, the problem was resolved.
Don't look for a prompt to download any updates, I never got one.
The il_ind_schsa.pdf file was a 2017 version of the Schedule SA form.
The other two files I examined using Notepad. Found loads of readable text among the jibberish, but no clear indication what they were supporting.
It would be nice to hear an official comment from TurboTax/Intuit about what these three files are about and how they're impacting the product's operation. Are they vital somehow? Why/how did the program work when these were removed?
I had done same but did not work. So I reinstalled with no virus checkers it still did not work, then I deleted the 3 files and it worked this time.
Thank you for the info. Moving the files to a different directory worked. What is wrong with turbo Tax that they are not sending out this info to all their users. They have not even educated the support staff. I called in and was told that Illinois had not updated the EIC form and that I had to just wait until they did. Very disappointed in Turbo Tax!
After following an earlier suggestion to run the TTClean State.exe and remove the ili_18 subdirectory under Forms and then trying to run the program I was asked to pay for an additional Illinois State package. I contacted TT Customer Support and had those charges reversed. But when I reloaded the Illinois State package it still did not work. It only worked when the 3 files were surgically removed as listed above. Finally I could print my Illinois Tax forms and file them manually to save the $25 fee associated with electronically filing state taxes. I don't know the difference but TT advertises Free filing of Federal and State if you use the On-Line version. It seem those who spend money for the program should have better benefits than the free version.
