Turbo tax is acting as if I filed individually/separately for 2018 and therefore making me file form 2210 because of box E which is not accurate. How do I change this?

You can make changes to your tax return before you actually forward it to the IRS for approval.

To change your info in TurboTax Online before filing, follow the steps below:

1. Sign into your Online account.

2. Click the button that says "Take me to my return".

3. On the left navigation panel select "My Info" or any other section that you wish to revise. To edit the information click on the pencil icon next to the appropriate section.

4. Begin editing each section that you need to until the return is ready to be filed.

I've gone through every option available and I can't figure out where it is storing the information that I filed separately last year (2018) because I didn't - I filed married/jointly last year (but I did it by hand - I didn't use Turbotax).  This was never asked of me and I either need to change this or manually delete form 2210 from being transmitted.  Please advise, thank you.

To confirm your filing status from last year, you can order a free copy of your tax return transcript from the IRS.  This will show what they have recorded as your filing status from 2018.  Refer to the following TurboTax FAQ for assistance:  How do I get a copy of my tax return or transcript ...
