Trying to pay from abroad but form requires a routing number for a bank transfer but banks out of usa dont use. tried credit/debit and paid $400 in fees but no transfer

Is there a U.S. embassy anywhere near you or somewhere that you can purchase one of those prepaid Visa or Mastercards with a U.S. address on it?
