The IRS and State have contacted me stating that Turbo tax never submitted my 2013 taxes and i need copies of proof. All i have is an email from 2013/14 stating i filed.

But did you get a second email saying  they had been Accepted or Rejected?

2013? And you never noticed that you did not get your refund(s), or paid any taxes due?

You'll have to print and mail your 2013 returns.  You can't e-file them.

If they are contacting you about your 2013 return, that must mean you owed for that year and did not pay--or they think you did not pay your tax owed.  Do you have any proof that you paid tax due for 2013?  Bank/credit card records?

When you e-file your federal return you will receive two emails from TurboTax.  The first one will say that your return was submitted.  The second email will tell you if your federal return was accepted or rejected.  If you e-filed a state return, there will be a third email to tell you if the state accepted or rejected your state return.  You are saying you have one email that says you file--but did you receive an email telling you the return was accepted?  When you look at your online account for that tax year does it show "accepted" "rejected" or "ready to mail?"

If you have nothing that shows you filed it, then as TomD8 already said, you need to print, sign and mail it.  Use a mailing service that will track it such as UPS or certified mail so you will know it was received.
