Did you already efile the Federal return?  If so, you can't efile the State return until the Federal return has been accepted.  The IRS will begin processing the Federal returns on January 23.

If it says "incomplete," then your State return has not been efiled.  You will need to come back later and file it.

At this time of year, the State return most likely says "incomplete" due to forms which are not yet available.  You can view and monitor the availability list at the FAQ below:

State forms availability dates:

Once the forms you need are available, and once your Federal return has been accepted,  here's how to open your return back up to finish, review, and file the State return:

  • Log in and go to the 2016 Tax Timeline.
  • There will be no "Take me to my return" button if TurboTax thinks you were finished.
  • So scroll to "Some things you can do."
  • Choose "Add a State."  (you don't really add one; that's just to open your return back up.)
  • Once the return is open, you can go to the State Taxes tab to finish your state return.
  • Then you can review and file it.
