TurboTax never knows about offsets to your refund for debts you owe such as back taxes or child support.   If you owe such debts you ought to be aware of it already.   If your refund is offset for any reason the IRS will send a letter after they take your refund.

NOTE: You can contact the IRS Treasury Offset Program Call Center at 1-800-304-3107 to ask if they have an offset for you on file. TurboTax would not have that information.

So my question is I got that message on IRS track my refund. Does this message mean that I will have my refund deducted or is this the standard message after approved

It is not a standard message ... the IRS has an "offset" on your SS# which means your refund is being attached for some kind of debt.  Once the debt is satisfied they will release any excess refund amount to you.
